Cite-only entry — no extracted text, deliberately

Every other file in this directory carries the source's full extracted text. This one does not, and the omission is the point rather than an oversight.

ASD-STE100 Issue 9 § Copyright notices sets a default deny: no reproduction or publication of the document, in whole or in part, without the written authority of an officer of ASD. A separate § Special usage rights grants irrevocable, free-of-charge permission to eight enumerated categories of organization — industry association members, their customers, defence ministries, airworthiness authorities, and universities and research institutes for educational purposes.

gzkit is distributed publicly on PyPI to arbitrary adopters. Extracting the document's text into this repository would republish it to everyone who clones or installs the package, which is the act the default deny covers and which no category-8 educational grant plainly reaches. So the text stays out and the citation stays in.

What is NOT encumbered, and is therefore usable: applying the standard, and implementing its writing rules. A twenty-word sentence cap is a fact about a rule, not ASD's expression of it, and a validator enforcing one reproduces nothing. Paraphrase in gzkit's own words is likewise clear. The line is verbatim rule text and the compiled approved-word dictionary.

Trademark, a separate axis from copyright. ASD-STE100 Simplified Technical English is an EU registered trademark owned by ASD. Describing gzkit prose as written toward the standard is nominative reference; describing gzkit as STE-compliant or certified claims something only ASD confers.

Provenance of the claims above

Read from the source on 2026-08-19 — Issue 9 front matter, pp. 1-2, extracted locally from the publisher's PDF and not retained. An earlier statement of these terms in ADR-pool.controlled-language-for-control-surfaces was written from a search summary after a failed fetch and carried two errors (a fabricated issue day, and the grant attributed to the wrong section); both were corrected in 050780628, and that ADR records the correction rather than hiding it.
