Experimental obligation-tracing procedure

Before concluding, trace each necessary change through its governing authority, the producer of the affected value or behavior, the consumers that rely on it, and verification that could fail if their relationship were broken. Inspect the relevant implementations rather than treating a path match as evidence. Reconcile disagreements among these sources explicitly: distinguish intended policy, observed behavior and a genuinely unresolved decision. Keep the trace inside the requested behavior and its coupled correctness surfaces; record independent leads without turning them into required work. State what remains unverified. A completed trace is an assessment aid, not proof of completeness.
