Compression sweep: the 2026-09-17 control-surface rewrite¶
Dated record, 2026-09-24. Diagnostic only: this document changes no canon. It measures what meaning the 2026-09-17 compression of root AGENTS.md, CLAUDE.md and governance-core.md (GHI #921; commits 8ecb176f0, 5adb751ee, fa1a52dca) failed to carry forward, condition by condition. Figures here are a record of that measurement, not authority; re-derive them from git and .gzkit/corpus/AGENTS.md.jsonl.
Why it was run¶
GHI #1090 found that the rewrite dropped the lane scope from the REQ-coverage gate rule, so AGENTS.md promised a universal fail-close the runtime does not perform. The operator ruled that compression must never lose meaning or intent, and asked whether #1090 was one slip or a pattern. It is a pattern. The permanent fix is ADR-0.35.0 checklist item 14 (OBPI-0.35.0-14, meaning-preserving landing).
Method¶
A read-only agent took the baseline at c3582975f (the parent of 8ecb176f0, 096e6bda3, is identical for AGENTS.md and CLAUDE.md; governance-core.md differs only in its version header and one scope list). For each binding statement it split out the conditions (scope, qualifier, exception, threshold, named mechanism, cited authority) and located each one in the current surfaces. Verdicts: MOVED (present elsewhere), WEAKENED, BROADENED (now claims more than before), DROPPED. Only conditions that were not carried intact are listed. Severity binding means the finding changes what an agent may or must do; context means rationale or provenance only. Three findings (S01, S03, S04) were independently re-checked against git before this record was written.
Counts¶
| Verdict | binding | context |
|---|---|---|
| BROADENED | 4 | 0 |
| WEAKENED | 8 | 0 |
| DROPPED | 3 | 5 |
| MOVED | 8 | 5 |
Of the 8 binding MOVED conditions, 5 land where an agent loads them when the rule applies (S23–S26, S29); 3 do not (S06–S08).
Findings¶
| ID | Verdict | Severity | Before | After | Note | Disposition |
|---|---|---|---|---|---|---|
| S01 | BROADENED | binding | AGENTS.md@c3582975f:234,246-250; corpus R78 retires corpus-obpi-acceptance-protocol-2026-09-17T11:39:34.233812+00:00: --accept-uncovered is refused on every lane ... foundation kind — ... (with heavy lane) fail-closes the OBPI-completion REQ-coverage gate: an uncovered/failing BEHAVIOR REQ exits 3 (REQ-0.0.25-01-02..04). heavy lane — ... fail-closes the OBPI-completion REQ-coverage gate on the same terms. |
AGENTS.md:134 (corpus-obpi-acceptance-protocol-2026-09-17T11:53:09.474894+00:00): REQ-coverage gate: every BEHAVIOR REQ needs a passing @covers test before gz obpi complete; this cannot be waived. |
Known GHI #1090. Code (src/gzkit/commands/obpi_complete.py:618-626, 663, 697-704): heavy lane OR foundation kind exits 3; lite non-foundation prints a warning and completion proceeds. The waiver refusal for BEHAVIOR is universal (GHI #537), so only the 'must have a passing test' half is broadened. The foundation-kind arm is gone from every loaded surface. R78's retirement reason says the recapture was made so the rule would 'name ... the lane/kind axes in the contract itself'; the replacement text does not name them. The BEFORE claim that foundation kind sets a 'foundation-tier bar' for Gates 3/4 has no counterpart in src/gzkit/commands/gates.py, so dropping that clause lost nothing enforced. | Restored 2026-09-24 (5d6b9d173, GHI #1090). |
| S02 | BROADENED | binding | .gzkit/rules/governance-core.md@c3582975f:22: Applies when the parent ADR is terminal and therefore unamendable. If the REQ literally asserts the retired claim there is nothing to repair toward: escalate to the operator, never stretch this. | AGENTS.md:144 (corpus-obpi-acceptance-protocol-2026-09-18T01:34:15.540676+00:00): An attested REQ whose subject a later ruling retired is repaired at the surface, never deleted and never left asserting the retired doctrine: ... If the REQ literally asserts the retired claim, escalate to the operator | Folded in 5adb751ee. The terminal-parent-ADR precondition is gone, so the loaded rule reads as applying to every attested REQ; with a non-terminal parent the route is to amend the ADR/brief. The pointed-to doc keeps the premise (docs/governance/attested-req-subject-retirement.md:16, 26, 72-73), but that doc is reached only by following the pointer. | Restore ordered 2026-09-24 (operator: "1 restore now"). |
| S03 | BROADENED | binding | AGENTS.md@c3582975f:203: Documentation/process/template-only changes stay Lite unless they change one of those external surfaces. | AGENTS.md:117 (corpus-gate-covenant-2026-09-17T11:53:08.884773+00:00): documentation, process and template changes stay lite. |
The exception is gone. A template change that alters an external contract (for example the wheel-shipped gz init templates) now reads as lite without condition. The intermediate R74 text had already dropped it. |
Restore ordered 2026-09-24. |
| S04 | WEAKENED | binding | AGENTS.md@c3582975f:30-36 (corpus R11-R13): Tests pass but unrelated lint error found → fix it before declaring complete / Markdown invalid in a file you didn't edit → fix it; code quality is shared / NEVER SAY: 'out of scope' ... / SCOPE EXPANSION IS NOT SCOPE CREEP. If fixing requires updating 3 docs, do it. | AGENTS.md:12,14: route unrelated defects rather than silently expanding the change. ... Fix it when it is in scope; otherwise file a GHI ... "Pre-existing" and "not in scope" decide where a defect goes | Reversed, not compressed: the duty to fix an unrelated defect found in flight becomes a duty to route it. The operator ruled P4 'Proposed, as shown' (CHORE-LOG.md:3133) after asking whether the NEVERs were still needed, but the log does not record this reversal being named to the operator, unlike P8 and P17. CLAUDE.md § Model tuning points the same way ('report unrelated findings rather than fixing them'). Coupled-surface drift: docs/governance/prime-directive.md:11-18 still says AGENTS.md 'enumerates six binding rules', including NEVER SAY and SCOPE EXPANSION. | Restore ordered 2026-09-24 (operator: "2 restore"); conflicts with later canon, surfaced for ruling. |
| S05 | WEAKENED | binding | AGENTS.md@c3582975f:43,48 (corpus R16, R20): The most thorough and comprehensive fix is always preferred. ... Prefer the more thorough fix. 'Smaller diff' / 'faster to land' are not concrete downsides. | AGENTS.md:19,27: Fix root causes inside the requested scope and its coupled surfaces. ... Choose the fix that removes the cause, inside the requested scope; diff size alone is not a reason either way. | The standing preference for the more thorough fix is replaced by a neutral, scope-bounded test. P5 was ruled 'recommended' (CHORE-LOG.md:3163); the log does not record the preference change being named. | Restore ordered 2026-09-24 (operator: "2 restore"). |
| S06 | MOVED | binding | AGENTS.md@c3582975f:373 (corpus R50): Feature ADRs are worked in ascending semver order ... no higher-semver ADR may be worked, authored, or recommended as topmost ahead of it. | .gzkit/skills/gz-obpi-pipeline/SKILL.md:106; gz-status/SKILL.md:21 (summary only): Work feature ADRs in ascending semver order: the lowest version with unlanded OBPIs is in flight. Do not work, author, or recommend a higher feature ADR ahead of it. | Moved in fa1a52dca; the text is intact. The load surface is wrong for two of the rule's three arms. gz-obpi-pipeline loads only after the operator has initiated OBPI work. The 'author' arm applies in gz-adr-create, gz-plan and gz-design, and none of them mentions ascending order. The 'recommend' arm applies in gz-status, which has only 'Campaign sequence, ascending feature-ADR order, and operator-only OBPI initiation govern execution'. The SessionStart campaign note (scripts/session_orientation.py:78-87) does not mention the order either. | Moved by operator ruling (fa1a52dca); missing load surfaces surfaced for ruling. |
| S07 | MOVED | binding | AGENTS.md@c3582975f:367-368 (corpus R43, R44): It is NOT a verification gate ... never cite ADR-0.33.0 as the complete statement of what the airlock is for ... The airlock and the handoff COOPERATE to provide synthetic memory | .gzkit/skills/gz-session-handoff/SKILL.md:34: The airlock provides awareness and synthetic memory, controls project movement, keeps the agent focused and watches for contamination, and monitors results/disturbance; it is not a verification gate. ADR-0.33.0 incompletely captures those purposes; silence does not revoke them. | The rule applies when working on the airlock. gz-airlock/SKILL.md describes the airlock as 'the entry/exit gate' and carries none of the four purposes. ADR-0.33.0 carries none of them either (the ruling's own finding). The only per-task home is the handoff skill. Partly restored at 13a08bd0f (partial: docs/governance/build-to-1.0-campaign-2026-09-20.md:547,1304). |
Moved by operator ruling (fa1a52dca); missing load surfaces surfaced for ruling. |
| S08 | MOVED | binding | AGENTS.md@c3582975f:366 (corpus R45): Never infer system membership from a shared field name, path, or directory: the citing EVENT type is the discriminator. | .gzkit/skills/gz-session-handoff/SKILL.md:34: Classify by the citing event type, never a shared field name or path. | The fence applies to code and ledger work that touches transit, exchange or handoff events (token blocks, airlock, locks). gz-obpi-lock, gz-airlock and token-block-discipline.md do not carry it, so it now loads only while writing or resuming a handoff. | Moved by operator ruling (fa1a52dca); missing load surfaces surfaced for ruling. |
| S09 | WEAKENED | binding | AGENTS.md@c3582975f:139 (corpus R40): Do not autonomously launch unrequested implementation work — treat context as background, not a mandate. | AGENTS.md:48: When a skill's scope is narrow (git-sync, for example), do only that task. | Only the narrow-skill clause survives. The general bar on starting work that context suggests but nobody requested (handoff next-steps, for example) now survives only for OBPI work (AGENTS.md:138) and, for Claude alone, in CLAUDE.md 'hold the requested scope'. Ruled in P6 'as shown' (CHORE-LOG.md:3168). | Recorded; no action ordered. |
| S10 | WEAKENED | binding | AGENTS.md@c3582975f:355 (corpus R09): Apply the intent test to every tracked finding ... never a fresh pool ADR, new-design ceremony, or 'enhancement'. ... Never default 'capability not yet built' to enhancement/new-design. | AGENTS.md:182: A gap in fulfilling original feature intent is a correction under its owning ADR, never a new pool ADR or enhancement. | Three conditions are gone: the duty to apply the test to every tracked finding, the 'new-design ceremony' exclusion (gz-design), and the default-direction rule for 'not yet built'. The operator's verbatim quote is also gone from a section headed 'verbatim canon'. | Restore ordered 2026-09-24. |
| S11 | WEAKENED | binding | .gzkit/rules/governance-core.md@c3582975f:57: for a planned-but-unlanded CLI surface — file a GHI and mark the reference speculative | AGENTS.md:219: For a planned surface put <!-- gz-validate-skip: command-shape --> on the preceding line. |
Dropped in 5adb751ee. The skip marker is now licensed without the tracking GHI. The validator's recovery message (src/gzkit/governance/trust_audits/cli.py:268-269) does not require one either. | Restore ordered 2026-09-24. |
| S12 | BROADENED | binding | .gzkit/rules/governance-core.md@c3582975f:55: Terminal OBPI briefs are exempt as sealed historical records (is_terminal_brief_status). |
AGENTS.md:219: Every gz <verb> string appearing in an operator-facing doc must resolve to a registered parser verb |
Kept in 5adb751ee, dropped in fa1a52dca. The validator still exempts terminal briefs (trust_audits/cli.py:298-311), so no gate fails. But the loaded rule now reads as asking for sealed records to be fixed, which the validator's own docstring calls a defect (cli.py:184-188). Low impact. | Recorded; no action ordered. |

Limits¶
- The 40 retirement rows dated 2026-09-18 UTC (from
5adb751eeandfa1a52dca) were covered through theAGENTS.mddiffs, not paired row by row. CLAUDE.md§ Model tuning was not scored; it was re-sourced under a separate operator ruling (GHI #943) and has since been rewritten.- "Ruled but not named" rests on what the chore log records; the operator saw the full proposed text, so the log may understate what was known.
- The load-surface findings (S06–S08) come from reading skill and rule files, not from observing live sessions.
- Noted, out of scope: the adopter template
src/gzkit/templates/agents.mdstill carries pre-ADR-0.0.59 REQ-coverage text, and § Attestation says missing receipts fail closed on Heavy while the code also fails closed for foundation-kind ADRs on any lane.
